A founder in Dubai has AED 20,000 a month for search. One agency pitches SEO, another pitches AEO, and both say the other is outdated. Which should come first?
The short answer: for most UAE businesses, SEO comes first, because AI answers are built largely from pages that already rank. Shift budget toward AEO once your core pages rank on page one, when you sell a considered product that buyers research in ChatGPT, or when AI tools already recommend your competitors and not you.
This is not an either/or decision. It is a sequencing decision. Below is the evidence, a decision framework and suggested budget splits by stage.
AEO vs SEO: what each one actually buys you
| SEO | AEO | |
|---|---|---|
| Goal | Rank pages in Google and Bing results | Get your brand mentioned and cited in AI answers |
| Where it shows | Blue links, map pack, featured snippets | ChatGPT, Gemini, Perplexity, Copilot, Google AI Overviews and AI Mode |
| Main levers | Technical health, content, links, local signals | Answer ready content, entity clarity, third party mentions, structured data |
| Main KPI | Rankings, organic traffic, leads | AI share of voice, citations, AI sourced leads |
| Measurement maturity | High: Search Console, GA4, rank trackers | Still early: impressions only in Search Console, prompt sampling for the rest |
The overlap is larger than most pitches admit. The work that makes a page rank (clear structure, real expertise, crawlable HTML, strong internal links) is most of the work that makes it quotable by an AI system.
Why SEO usually comes first: AI answers lean on ranking pages
An Ahrefs analysis of 1.9 million citations from 1 million AI Overviews found that 76.1% of cited pages ranked in Google’s top 10, and 86% ranked somewhere in the top 100. Only 14.4% of cited pages did not rank in the top 100 at all.
Google says the same thing in plainer words. Its documentation on AI features states there are no additional requirements to appear in AI Overviews or AI Mode beyond the existing SEO fundamentals: a page must be indexed and eligible to show a snippet.
And classic search is not shrinking. On Alphabet’s Q1 2026 earnings call, Sundar Pichai said queries are at an all time high, with Search revenue up 19% year over year.
So if your site has crawl issues, thin service pages or no local presence, AEO spend has very little to stand on. Fix that first. Our technical SEO audit checklist for the UAE and the list of common reasons a site is not ranking in Dubai are good places to start.
Why AEO cannot wait too long in the UAE
The case for AEO is about where buyers are going, and the UAE is ahead of most markets.
- Adoption is high. Microsoft’s AI diffusion report puts AI use at 73.3% of the UAE working age population.
- Scale is real. ChatGPT reached 900 million weekly active users in February 2026.
- Clicks are thinning. Pew Research Center found users clicked a result on 8% of visits when an AI summary appeared, against 15% without one. A ranking alone now earns fewer visits than it used to.
- AI visitors can convert well. In its own data, Ahrefs saw AI search bring 0.5% of visitors but 12.1% of signups. That is one site, but it shows the channel’s commercial weight.
The 14% of AI Overview citations that come from pages outside the top 100 also matters. That gap is where third party mentions, reviews, directories and well structured answers win citations that rankings alone would not.
AEO or SEO first? A decision framework for UAE businesses
Answer these five questions. The more “yes” answers in the right column, the earlier AEO should get budget.
| Question | If no: lean SEO first | If yes: bring AEO forward |
|---|---|---|
| Do your core service or product pages rank on page one for your main terms? | Fix technical SEO and content first | You have a base AI can cite |
| Is your purchase considered (B2B, high ticket, professional services)? | Local and transactional SEO pays faster | Buyers shortlist in AI tools before they search |
| Do AI tools already recommend competitors for your category? | The category is still open; build rankings | You are losing shortlists today |
| Do you have third party mentions (press, reviews, directories, associations)? | Build these as part of SEO and PR | AEO can amplify them quickly |
| Do you sell to Arabic speaking buyers? | English SEO first | Arabic AI answers are thinly covered and worth testing early |
When SEO should come first
- A new site or domain with little indexed content.
- Local businesses (clinics, salons, restaurants, home services) where the Google map pack drives most calls.
- Ecommerce stores with indexation, faceted navigation or product page problems.
- Any site with technical issues blocking crawling or rendering.
When AEO should come first, or alongside SEO
- B2B, SaaS and professional services firms whose buyers ask ChatGPT “best X for Y in Dubai”.
- Brands that already rank well but see flat or falling organic clicks.
- Companies where sales calls reveal prospects found competitors through AI tools.
- Brands with strong offline reputation that is not reflected online, so AI tools do not know about them.
How to split an SEO and AEO budget by stage
These splits are my starting recommendations from client work, not industry benchmarks. Adjust them after your first quarter of data.

| Stage | SEO share | AEO share | Focus |
|---|---|---|---|
| Foundation (weak rankings, technical issues) | About 80% | About 20% | Fix crawling, build core pages; AEO limited to baseline tracking and entity basics |
| Growth (ranking on page one for some core terms) | About 60% | About 40% | Expand content; add answer blocks, comparison pages and third party mentions |
| Mature (strong rankings, flat clicks) | About 40 to 50% | About 50 to 60% | Protect rankings; push citation rate and AI share of voice |

The work that counts as both SEO and AEO
If budget is tight, start here. Every item below improves rankings and AI visibility at the same time.
- Answer first page structure. Put a direct two or three sentence answer under each main heading. Google can use it as a snippet; AI tools can quote it.
- Clean technical base. Fast, crawlable HTML with key content not hidden behind JavaScript.
- Allow the right crawlers. Check robots.txt and any CDN bot settings so you are not blocking OpenAI’s search crawler, Googlebot or Bingbot by accident.
- Organization and service schema. Clear name, address, services and sameAs links so engines connect your brand across sources.
- Comparison and pricing pages. These rank for high intent terms and are among the formats AI tools cite most often in my audits.
- Reviews and mentions. Google Business Profile reviews, industry directories and local press help both local rankings and AI recommendations.

Common mistakes when choosing between AEO and SEO
- Dropping SEO to fund AEO. The evidence above says AI citations depend on rankings. Cutting SEO weakens the source AEO draws on.
- Buying AEO as a separate tool subscription. A dashboard that tracks mentions does not create them. Budget for the content and PR work, not just monitoring.
- Ignoring Bing. Copilot and other assistants draw on Bing’s index. Submit your sitemap to Bing Webmaster Tools.
- Treating AEO as a rebrand. If an agency’s “AEO package” is the same deliverables as last year’s SEO retainer with a new name, ask what changed. Our guide to AEO services in Dubai lists what a real engagement includes.

FAQs on AEO vs SEO
Is AEO replacing SEO?
No. AI answers draw heavily on pages that already rank. An Ahrefs study of AI Overview citations found 76.1% of cited pages ranked in Google’s top 10. AEO builds on SEO rather than replacing it.
Should a small business in Dubai invest in AEO or SEO first?
Most small and local businesses should start with SEO, especially Google Business Profile and core service pages, because local map results still drive most calls. Add AEO basics such as answer first content and reviews alongside it.
What is the main difference between AEO and SEO?
SEO aims to rank your pages in search results. AEO aims to get your brand mentioned and cited inside AI generated answers in tools such as ChatGPT, Gemini, Perplexity, Copilot and Google AI Overviews.
How should I split my budget between SEO and AEO?
As a starting point, about 80% SEO and 20% AEO at the foundation stage, about 60/40 once core pages rank, and roughly an even split for mature sites with strong rankings but flat clicks. Adjust after one quarter of data.
Does Google need special optimisation for AI Overviews?
Google’s documentation says there are no additional requirements to appear in AI Overviews or AI Mode beyond SEO fundamentals: the page must be indexed and eligible to show a snippet.
